Vision
Our vision is centred around a nationally unique ‘quadruple helix’ ecosystem between the University of Liverpool, Liverpool University Hospitals NHS Foundation Trust, industry and population. This relationship will foster an intergenerational step change in regional innovation, community health and well-being, and social and economic opportunities.
Health Innovation Liverpool (HIL) will comprise two new flagship facilities, the Academic Health Sciences Campus (AHSC) and the Bio-Innovation Campus (BIC). Located in Liverpool’s world-leading innovation district, the Knowledge Quarter, the developments will facilitate new opportunities for industry engagement and integrated University-NHS research.
We will realise our growth aspirations for teaching and research through new facilities. This includes a phased redevelopment and renovation of our existing biosciences campus. Significant opportunities will be enabled, such as the expansion of postgraduate clinical education and the launch of a new Pharmacy programme.

Health Innovation Liverpool will enable the University to take a lead role in responding rapidly to a wide range of key regional, national, and global health challenges.
Increased NHS workforce
The UK Government has committed to increasing domestic education, training, and recruitment in medical and healthcare related courses by 2031. Health Innovation Liverpool will enable a significant expansion in capacity for teaching for the next generation of healthcare professionals, on the doorstep of the sixth largest NHS hospital in the UK.
A diverse population
Liverpool’s population is disproportionately affected by poverty, ill health, and poor socioeconomic outcomes, with 63% of the city's residents living in the 20% most deprived areas in England. However, the population is proactive and engaged, regularly participating in the University’s healthcare-related and clinical research. Health Innovation Liverpool will grant University researchers and its partners access to a diverse clinical population and dataset.
Clinical research and impact
The University has an active clinical research community of just under 400 clinical researchers, and 91% of its research was rated world-leading or internationally excellent in the UK Government’s 2021 Research Excellence Framework (REF). In the Public Health, Health Services and Primary Care REF category, the University was third in the UK with 97% of research ranked in the top two categories.
Knowledge Exchange
The University performs highly in the UK Government's Knowledge Exchange Framework, in the top-20% for Research Partnerships, Working with Business, and Working with the Public and Third Sector. Our collaborations with industry have led to many spin-outs, intellectual property and commercialisation agreements, along with various other impacts from knowledge exchange activity. Health Innovation Liverpool will include leasable GxP laboratory and office space to facilitate further interaction between the University, NHS, and industry.
Unrivalled access to facilities and equipment
The University's Liverpool Shared Research Facilities, known as LIV-SRF, offers flexible access to world-class equipment, facilities and expertise, available to our own researchers along with external partners from academia, the NHS and industry. Currently working across 17 core facilities, it includes around 70 dedicated staff and £50m-worth of equipment, covering bioimaging, bioresources and multi-omics.
Life Sciences investment
The Liverpool City Region Life Sciences Investment Zone is a UK Government-backed initiative designed to leverage over £800M of public and private investment in life sciences innovation and create 8,000 jobs. Building on the city region's considerable world-class assets - including one of Europe's largest pharma clusters, the UK's only High Potential Opportunity for vaccines and world-class academia - the Investment Zone will run for ten years and draw on expertise in areas including therapeutics, animal health and the use of Big Data and AI, to shape the future of life sciences..
A unique teaching offer
The University of Liverpool is the only member of the prestigious Russell Group to offer the full range of Clinical Medicine, Health Sciences, Dentistry, Veterinary Science, Life Sciences (biology and biomedical), and Psychology programmes. From 2025, our comprehensive approach will be further enhanced with the addition of a Pharmacy course.
Population growth
The Office for National Statistics estimates that current growth in the number of 18-year-olds in the UK will peak by 2030 at around 900,000. This, combined with high numbers of international students choosing to study in the UK creates an important opportunity to expand our Medicine, Health Sciences, Life Sciences programmes.
